Steam keeps pausing my game downloads, how do i stop it?

i left click it, it still gives me the option to pause it, even though it says download paused. and so i press it, it still says download paused, then i press resume and it say ’85%’ then straight away – download paused again. Its not because im opening a steam game – thats not the case. So what is it and how do i make it work?

I downloaded the free trial of plant tycoon and at the end it said I had to pay for a licence to get the full version, when the actual game supposedly only costs . What does it mean? Do they all have a hidden licence cost? Or does it really only cost when I buy it? Please help

My family settings are turned off, my windows live ID thinks I’m 25, I’ve gone through initial setup and all the menus and still whenever I try to download any M-rated game demo, it says "this account is not permitted to download content with this rating" what the heck?

Ok so i went onto the sims 3 website and downloaded a few sims, i then went onto the the sims 3 game launcher thing where the downloads were, i clicked all and then clicked on install, so after i installed them i dont find them on the game, im confused. am i doing something wrong? helppp!
